ECOWAS Ecommerce Strategy

The ECOWAS E-commerce Strategy is a regional framework designed to support Member States in harnessing digital trade as a driver of economic growth, structural transformation, and regional integration. It provides a coordinated approach to strengthening the enabling environment for e-commerce across West Africa by promoting harmonized policies, improved digital infrastructure, secure payment systems, efficient logistics, and supportive legal and regulatory frameworks. The Strategy aims to expand market access for businesses particularly small and medium-sized enterprises (SMEs), youth, women, and persons with disabilities while fostering innovation, competitiveness, and inclusive participation in the digital economy. 

Through a phased and consultative process, the Strategy identifies priority areas to enhance e-commerce readiness, build institutional and human capacity, and promote trust in digital transactions. It aligns with ECOWAS’ broader development objectives, including economic diversification, job creation, and increased intra-regional and global trade. By strengthening cooperation among Member States and key stakeholders, the ECOWAS E-commerce Strategy seeks to position West Africa as a dynamic and integrated digital marketplace capable of driving sustainable and inclusive development.
